Eligible family members can request a security clearance for the purpose of obtaining employment during the Canada-Based Staff (CBS) member’s assignment abroad. Having a security clearance does not guarantee employment, but it may shorten the time to employment should the family member be offered work.

Who can request a security clearance?
A family member who accompanies a GAC employee (CBS) on assignment abroad, and who is identified on the CBS’s Posting Confirmation Form (PCF), can request a security clearance for the purpose of obtaining employment during the assignment.
- Canadian citizens: May be granted a Secret-level clearance, valid while the family member remains abroad to accompany the CBS on postings, for up to 10 years (renewable).
- Non-Canadian citizens: May be granted Reliability Status with Site Access Clearance. Many Locally Engaged Staff (LES) positions at missions abroad only require Reliability Status with Site Access Clearance.
- Minors (under 18): Cannot receive a security clearance, as criminal checks are not available for minors. Missions may hire minors under the Policy on Hiring of Underage Dependants for work that does not involve sensitive information or access to a secure zone.
When can a request be submitted?
Submit the request after the CBS receives a PCF that lists the family member, and before departing Canada. If it is not requested before departure, GAC will only process it with a job offer or in exceptional circumstances — for example, if the PCF is issued shortly before departing Canada for the assignment.
If a clearance expires while abroad (for example, during cross-postings), it can be renewed as long as the family member is listed on the CBS’s PCF.
How to submit a request
- Download and complete the Security Screening Application Consent Form (TBS 330-61). Fill it out completely, with no gaps in residence or employment history.
- Start filling out the form soon after being nominated for a posting, to ensure timely submission.
- Submit the form and a copy of the PCF to CSCP.
- CSCP will review it and contact the CBS by email with further instructions.
How long does it take?
Requests are processed on a first-come, first-served basis. Processing time varies from one person to another and depends on the verifications required.
Tip: Fill out the form completely and accurately to avoid delays caused by returned applications.
Is a security clearance valid after returning to Canada?
When a PCF family member returns to Canada, their clearance is administratively cancelled. If they receive a Government of Canada job offer within one year, their clearance can be reactivated if it is still within its validity period.
If the clearance was processed by GAC and is required for employment in another Government of Canada department, it can be transferred.
